Accrued holiday

Any company that uses an accrual policy would have to close down at the end of the holiday year. (everyone would be on holiday).
If they don't pay then you have not taken holiday so still have it to take later in the year.
Make sure you keep good record of all the holiday you were unable to take over the years

Only being able to take holiday once the time has been accrued is unusual. It effectively means that nobody can take 2 weeks holiday until half way through the leave year, and is almost certain to result in a large peak in leave requests in the second half of the year.
The OP doesn't say whether or not they are allowed to carry leave over into the following year. If not, they are never going to be able to take all annual leave as they won't accrue part of it until the end of the year.0 -
Most staff try to calculate their holiday entitlement as they go through the year. The holiday lost isn't extra but because can't all take time off at the same time a lot of people just lose what they are entitled to.0

As stated, they do have to allow staff to take their holiday but they can dictate when. Theoretically that makes the last day impossible if they insist it can't be taken until fully accrued so it could be argued unlawful.
It is a difficult one to argue as if the firm really want to be difficult they could close for the last 28 days of the year and allow no other holiday at all!
Obviously that might make staff recruitment and retention a tad difficult!0
