As you've found, you're not earning enough. Options you have:
1. Save enough deposit to make up for the shortfall. If you can borrow only £80k and want £150k property, you'll need a £70k deposit.
2. Joint application. If you have a partner and you both earn ~£20k/yr, then you might get a mortgage of up to £140k. Together with your deposit, you'll be able to buy a property in the area.
3. Earn more money. Hold off on buying a property and focus on getting a better paid job. As pointed out, you'd need to earn at least £30k/yr which would allow a mortgage of up to £126k.
4. Set your sights lower. What about a run down property at £100k or so that you slowly do up?0
