Phone the council again, explain you are struggling and want to pay it over 12 months.
You are paying a lot for water, are there arears in that?
Your home insurance. Shop around as you should be able to get it a bit cheaper.
You have nothing for car repairs. Even if you put £10 pm away it will help.
I appreciate the situation your OH is in needing a van however my brother got a people carrier which means he can carry all the tools he needs for jobs (he is a chippy too).
Regarding work, look at Tesco/Sainsburys/Lidl/Aldi. They do parttime evening/weekend positions which would bring in a bit more money and your OH could look after the kids while you are at work.
Double check you are claiming all the benefits possible (tax credits/child benefit etc).
Lastly, the Trust Fund. Do you honestly need to put in the amount you are? Can you stop paying it for a year or so to use that money to clear debts? Once you are clear you could then 'pay back' the money you 'borrowed' when you wernt paying it.Mortgage started 2020, aiming to clear 31/12/2029.0 -

If you aren’t earning, I just wanted to check that your husband is claiming the married tax allowance? It’s not a lot but better than nothing. If he is his tax code will end in an M. If not you will need to ring the tax office on 0300 200 3300. They will let you back date it.0
