It's not a question of 'guaranteeing' a reference - it's a requirement where an individual is an authorised employee carrying out a regulated function, as pointed out above.
Unfortunately OP hasn't found time to respond to the question and seems keener to rant about the recruitment process. From what they've said, it doesn't sound as if they meet the above definition.
Sounds as if their proposed new employer is very suspicious about the short time they worked for the previous firm, which is probably why they are insisting on a reference from that particular outfit.0
