Help to Buy Question

Hi,
Live in South Wales and my partner and I have just put in for a house at £259k.
My help to buy only pays out up to 250k outside of London and I have 4k in there, meaning a payout of 1k for houses under 250k which would be a nice help. Is there any leeway on this since our house is only just over 250k? House prices have shot up since they introduce the scheme so it seems unfair that the maximum they pay out to has stayed the same.
