Difference between 1 Entry per email & 1 Entry per house

If a competition says that it accepts only one entry from a household I can understand that.
However if it says only one entry per email then technically does that mean other people from the same house can also enter using their own email address?
Either it being relatives (partner, offspring) or if you share a house (lodger or flats in same building)

Technically (unless it also says something about one entry per person) you can make as many entries as you like as long as each one is from a different e-mail address - but the reasonable assumption is other people from the same address can enter as long as they have their own e-mail address.

It may well be that the promoter only has the capability to check for duplicate emails.
