Catching crayfish

I understand that trapping crayfish (the non-native signal crayfish, of course) requires a license. However, everything I can find refers specifically to trapping.
So does anyone know if one would need a license simply to catch signal crayfish, using a line and bait as one might catch crabs at the seaside?
Obviously I would still need the land owner's permission, and I would have to return any native crayfish (although I'm pretty sure the stretch of river I have in mind has none left, anyway), but am I right in thinking that I wouldn't need anything more than that?
