You're way over-thinking this. It's pretty simple really:
- If you use the card (or card number) - you're liable for payment.
- If somebody else uses the card (or card number) fraudulently - you're not liable for payment, unless perhaps if you have been grossly negligent.
The date of the letter, the date the card was blocked, etc might be intellectually interesting - but it doesn't really make any difference to the above.
... and if you contact the bank, I doubt you will be telling them anything that they don't already know.0 -

It muchy more likly that they WILL enforce the block on your card, then next time you will be on here moaning about "My card was blocked through no fault of my own, now I have to wait a fortnight for a new one, bloody banks! Their all crooks!"0
