Property Factor or not

I am a volunteer of an estate that has a limited company by guarantee. The company belongs to all the owners of the estate.
The estate is managed and developed by volunteers made up of owners of the estate that sit on the board of directors/committee.
Each owner pays a set fee each month for maintaining the estate, cutting grass that sort of thing.
My question is do we come under the property factors act?

I think you do, because the Ltd Co has a separate legal identity to the individual owners, and is providing a property management service to the owners.
However to be certain either way the Ltd Co should contact the enforcing authority or take legal advice.
