You're talking nonsense. Read the link in post 7.
Excellent. Pleased let the OP know your address and that you will personally be taking full liability for any claims against them. No? Thought not.

Well that would mean that Brynsam is the insurer.

Which as we have said... Isn't compulsory.. Sooo… missed the point again?

You're allowed a mobile phone, you can choose to purchase gadget insurance.
You're allowed to own a house, you can choose to have Buildings & Contents.
You're allowed to own a dog, you can choose to have pet insurance.
You're allowed to wash some cars, you can choose to have Public Liability insurance.

The same rule applies to all these examples. If you CHOOSE not to have insurance, you foot the cost of any loss.

Running a business requires public liability insurance,

Nope. Read the link in post 7 - I think the ABI probably know what they are talking about!
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

This thought won't help you now, but keep in mind you can become a company director at 16...and companies can enter into contracts...hopefully by then you will have a flourishing business (possibly based on elderly cars where the owners don't mind the prospect of a few uninsured scratches!) and can take out liability insurance.

I guess if you've picked up anything from this thread, it is that some people will argue black is white sooner than admit they were wrong. Possibly a valuable life lesson, not least when using a public forum!

    Every success for the future.
