The house in LS21 was valued at £200,000 which surprised both my ex and myself given we had expected £160/180k.

Would it not have been a good idea to question the decision back then?

When you apply for a Mortgage, it is common for you to put a value down and then a surveyor agree or disagree, not the other way around.

I am not sure you can appeal a valuation 10 years down the line. Your could have been valued higher for any number of reasons - higher spec internally for instance, but 10 years down the line it is impossible to prove one way or the other.

In terms of a miss sale, I am struggling to see any miss sale.

did you pay for the valuation or was it free in 2007? if you paid for it dependent on the level of valuation you may have recourse with the valuer if not then then unsure. however the risk with house buying is prices go up and down which is the risk with any investment as a house is an investment not a sure on deal you will make money

Based on the original post, nothing to indicate any wrong doing, IMHO
Based on the later post, there may have been grounds for a civil case but according to this site the limit is 6 years from when the damage or negligent advice occurred : https://www.wrighthassall.co.uk/knowledge/legal-case-studies/2013/04/08/professional-negligence-claims-against-surveyors/
