Regarding a recent post to which I have responded it would appear that Excel are no longer using debt collection agents. There usual MO is to use DRP followed up by an offer by Zenith. They now seem to be operating in-house by an initial letter after appeals and then final demand and LBC.
This probably will probably shorten the process because from memory I received 6/7 letters in total from collection agents. I wonder what is the rationale behind this? It could be that the collection agents are not effective and/or Excel are trying to get as many through court as possible before the new CoP.
They are still adding on the £60.00 debt collection fee.

It's what Parking Eye tried when their procedure wasn't likely to win in court.
But instead of getting a possible easy £100 they hope to get £160 instead of letting an external scammer get it.
But it's a total bent scam and circumvents the maximum charge they can get adhering to the parking clubs COP, they just hope victims will fold, they won't get it added on in court for a few extra letters sent.1 -
My understanding is that although the new CoP will not effect existing claims it could have an influence on decisions in court. It would hardly be equitable to uphold a claim for a £100.00 charge when the maximum charge has been reduced. This might be why they are trying to speed up the process.

It appears that all that has been sent is an initial letter after the appeal process, a final demand and an LBC. No debt collection letters.

About time that SRS woke up that DRP and the like are simply timewasting parasites
I suppose Excel/VCS will invoice themselves for the scam £60, that will make a judge laugh ?1
