The payday loan companies don't have to do anything really. Their main goal is to get what they are owed.
Set up a basic bank account. ASAP. Make sure it is unrelated to where he has debts with. Get his income paid into here. No creditor has to freeze interest and reduce payments, but often they will once they have seen the SOA. You can get sample letters to send with the SOA from one of the free debt advice agencies.

You cannot be held liable for any debts solely in your husband's name, married or not. Most creditors will want to see you are splitting the household bills fairly, which is why they may ask for a joint household SOA. However that doesn't mean you can be made to contribute anything towards the debts. It seems from the SOA you posted that you are already paying the majority of the bills.
In addition to the above, your husband may be able to claim a refund of some the interest and charges on the payday loans if he had undue difficulty paying them back. Undue difficulty may include having to take out a new loan to pay off an old one, taking out bigger loans each time, or missing a payment on an essential bill because he paid a payday loan instead.
