Underpayment of tax

Hi all I have a frustrating question to ask , back in 2014/15 I was informed by HMRC that I had underpaid my tax by £608 so they amended the tax code to recover it. Now 2018/19 I have another letter telling me I have underpaid by £860. My finances have not changed, and same job between these dates. I have been asking why this is happening being on PAYE and being honest with what I was earning etc. Is there anything I can do, I think the fault must lie with the tax people.

I had private medical cover but the tax office knew all that . Retired now as of easter.0

Without P60 and P11d figures and details of tax codes it's impossible to say why the underpayment arose.0
