Overdue payment and tax return £1625.72

Not sure if this is the correct forum yet I was hired as a subcontractor by a contractor to fulfil labour and building work, he proactively encouraged me to register for CIS - construction industry scheme an advanced form of tax taken by contractor from subcontractor payed into HMRC to circumvent cash in hand payments except he never payed my 20% tax subsequently committing bill fraud, tax evasion and money laundering

I've confronted him about it yet he makes out the money he gave me was what I earned and that I'm responsible for paying in my own tax so effectively I've been paid under national minimum wage since I was over 25 at the time yet he acts oblivious and denies any wrong doing. I received 40/day (8hr days) cash in hand with understanding 20% had been took for CIS Tax

Work hours was irregular as and when I was required totalling 25 days over aprox 3 months.. I think he tried to manipulate the self assessment to span my hours over two consecutive tax years to try and cover his back to lessen penalties for failing to pay yet I never worked a 2nd tax year as unable to reclaim tax from first year.

He claims he's already notified the police to obtain a case reference number as he fears I'll burgle his house and on other occasions phoned them claiming I'm harassing him etc. He basically knows it's a 'civil case' yet tries to set me up on a 'criminal case' and the police are all to happy to come and 'pro-actively' police - make allegations without evidence by turning up at my door with taser etc.attempting to intimidate me by insisting I come to the door and have a "little chat" an opportunity to see if I'll self incriminate myself. He's the perpetrator spreading rumours amongst former workers as I've questioned their pay and skill sets.

what's the best course of action as despite notifying HMRC & fraud department I was victim of bill fraud, tax evasion, and money laundering which is why I'm with-holding self assessment as its fraudulent. I don't trust the taxman to act in my best interest and pursue the contractor as evidently made it clear they're cherry picking the little guys i.e me.

HMRC continuously flood my post box with demands for money often inconsistent figures trying to get me to pay any sum.

Edit to add: I have a covert voice recording of me confronting him about unpaid tax, he basically admits paying cash in hand whilst denying it's cash in hand, tells me that's how he pays every subcontractor yet who do I send this information to in hopes to get him heavily fined, as far as I'm concerned winded up his old company and registered as new one how can I check all the specifics like on companyhouse?

    if you have nothing on paper to record the fact that what he paid you had 20% deducted from the total price that you agreed to do the work for, then you have nothing upon which to base any allegation and are just wasting your time

    put it down to youthful ignorance and move on.

    You can get as annoyed as you want, but you are not going to win, and no one can believe you without evidence, of which it appears you have none.

    your "covert" recording is not evidence.

    meantime, HMRC now expect to be paid tax due on the cash you admit you were actually paid....

    He is lawfully responsible for registering me as a subcontractor on his hmrc end, he failed, he failed to include my self assessments he's operated CIS scheme unlawfully and should and will be held account. I have proof I worked for him and his admission of pay. the recording demonstrates his manipulative lying character if nothing else.

    In that case just do what you did before, you clearly know better than anyone on here so I'm unsure why you've wasted your time writing such a large OP.
