Postponement of deeds

I have a very complicated situation I am trying to remortgage my home which I bought from the council 2 years ago
My mortgage is £127k value of my home £270k I am asking to borrow £150k I already have a secured loan for £40k on my property
The council have agreed to postpone deeds however the secured loan company won't agree to it as it is there policy even though there is enough equity in the house.
Is there anything I can do ?
I cannot borrow more to pay off secured loan as the counci only agree to postponement of deeds if extra lending is used for home improvements so I feel like I'm in a catch 22

What's the £23k of released equity going to be used for. This may well be influencing the second charge lenders decision.0

You say it is £127k but if the property is sold with so many years do you not have to pay back a portion of the discount?
If another recession hits then the amount of equity comes down.
The loan was granted based on a set of circumstance, one of which would have been a particular LTV.
