I'm a idiot - train ticket fine forgot to appeal

Trying to keep a long story short , I had a ticket but not my railcard with me.
I bought my railcard in November and due to a computer glitch though I filled out the form for a digital copy it prompted me to sign in and somehow changed to an old application from years before with even the wrong address, I didn't even see this as it just sent me on to the payment page ! I complained at the time and they were not helpful, just a computer says no response they couldn't change it to a digital version and I was lucky they even gave me a work around so I didn't have to pay for a new card to be issued to my address !
Currently I'm a single mum working in the city and everything's very stressful getting to nursery and working etc quite frankly I'm putting myself in to debt working, I totally messed up my dates and forgot to appeal within 21 days . I appealed a day and a half too late and currently they're still reviewing my appeal but I received a letter sent out from the day before my appeal now charging me 66 pound and saying I've missed my right to forfit.
When I signed in it didn't have these increased charges.
Can anyone suggest what mitigating circumstances are as this seems the only way to successfully appeal outside the 21 day time slot.

All the stuff about the railcard seems irrelevant unless I'm missing something. The important part is the very first sentence, but you really need to tell us a bit more if you want any help. As things stand I'd say just paying the £66 is your best option.0
