Charging points vs Wheelchair access

I understand that in some parts of the country (London mainly) - Vehicle charging points are being put in the wrong place - in the middle of pavements - effectively blocking wheelchair access ?

What is a charging point ? Is it something you have in them big cities ? We have a few wasted car park spaces with electric boxes in that no one ever uses.0
