how long for hmrc to respond?

I wrote 3 weeks ago asking them what they did with the money we paid for OHs NI contributions.

No response or acknowledgement.
Do they normally take this long?
Should I send it again recorded delivery so they can't deny it?

If you sent a cheque it can take several weeks for it go through the system, I would give them a ring.
That said, I rang them after we had the same situation (about same timescale) and they said they couldn't see it in the system yet and because the system is slow) to give it another week or so. Two days later we got a detailed acknowledgement letter so it must have been in the system when we phoned.
For slow read inefficient.
I definitely wouldn't send them another cheque at this stage.0 -

Have you set up a Personal Tax account with HMRC online?

They log receipt of letters and tell you when to expect a response.
I sent a letter, about a NIC refund, on 4th April, they logged it rec'd on 10th April and a note 'expect a response by 25th May'. They actually responded on 30th April.0 -
Has the cheque been cleared through your bank?
That will confirm that they have received it and processed it.
If it hasn't been cleared then it looks like they didn't receive it.

If they have processed it then phone them and ask what it has been credited to. It might be in a holding account for unidentified payments.
Ask if the self assessment had been amended to include a charge for NIC.
That will tell you if anything has been done to 'sort the paperwork'. There won't be anything to set the payment against until it is. But if it has been amended there should be a balance due on the statement of account.0 -
