    You should have raised the difference in what the recruitment letter said, and the letter offering the job, at the time but it's always easy to be wise after the event.
    If you get on well with your manager it might be worth mentioning the statement from the agency as it might change their view of that agency for the future.

    There's no difference. The recruitment agent said the salary would rise provided certain objectives were met and went on to say those objectives were as yet undecided. That's worthless. It's "I guarantee to pay you one million pounds on completion of a task which I have yet to specify."

    The OP says no objectives were ever set. If they weren't set they can't be met. But even if they had been set, they could easily have been set at extremely challenging/impossible levels.
