£11k on improvements on a house you're renting out? Are you barking mad? I refurbished an entire 2 bed house I was renting out which the tenant wrecked for less than that including replastering/skimming the entire property and replacing half the windows.
With a property you're renting out you do no improvements at all because the tenant is likely to wreck them, if not the current one then a future one. You do maintenance work to keep the property to a decent standard and you save improvements for when you move back into it. The only improvements you must do are those such as insulation in order to bring the property up to the minimum energy efficiency rating if your local authority require it.This is a system account and does not represent a real person.
