Registering as self-employed

Just need some advice on when to register as self-employed with HMRC...

I left a full-time job in January this year, and between then and the end of 2017/18 tax year I incurred expenses but earned under £1,000 (which was paid to me in March 2018). I'm a bit confused about when you're meant to register with HMRC – I thought it was within three months of setting up, but other advice seems to contradict this.

Is it just better to register as self-employed for 2018/19 tax year? And can expenses incurred from previous tax year (2017/18) be offset against tax for 2018/19? Advice would be very welcome!
