Advice on trying to do my self assessment

I was self employed many years ago and de registered when I stopped. Earlier this year I re registered....or so I thought, even had a conversation on the phone with HMRC saying yes I had re registered etc. Went online today to do self assessment and it says I need to re register and then wait for something to come in post!
Tried to ring HMRC but after going through all the security checks it then says they are too busy to deal with my call and cuts me off.
The whole system is a joke. I am not even earning enough to pay tax, but wanted to do everything above board and want to pay NI, but it doesn't seem to want me to do it.
Are there any other ways I can do my self assessment without speaking to them to make sure I am registered correctly.
I have a unique UTR number so can't understand why I can't do it, its just going round in circles!:mad:
