I've lived on my own for ever, and every now and then (say once every 4 or 5 years) the council send me a form which I have to sign to say I am still entitled to the single person discount.
The form goes on to say basically that the council may undertake searches and other enquiries from the CRA's and from other sources to verify that the declaration I have signed is true and if they find it is not I may be prosecuted etc etc.

    Edit:
Actually come to think about it the council should already have been aware in the OP's case that he was now the sole occupant as when he had to sadly register his wife's death using the "tell us once scheme" at the Registrar would have informed the council directly without having to make any declaration.

All the tell us once does is tells the council that an occupier has died - it doesn't tell then how many other adults were resident. It's rare for the council to hold full details of all occupiers unless a discount was already in place.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
