Council Tax - Empty Property

Hi
I have inherited a house and have been granted probate. I have followed advice from the gov.uk and this website which states that I shouldn't be charged council tax for 6 months after probate has been granted however my council has said that they have opted out and do charge the full amount. Is this correct?

Councils have discretion regarding whether or not they grant exemption.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

Some charge up to 150% for empty properties.
My partner moved in with me a few months before his rental run out. He has paid the council tax for a year. Told them thinking its ok I have paid it all. And got another bill for another £50!!!!
