Help to buy isa spouse visa

Hi
I have recently discovered on this forum that my husband who is on a spouse visa is eligible for help to buy as the equity loan is something that will be paid back and is therefore not classed as a public fund.
My question now is would he be able to open a help to buy isa as the government bonus would not be paid back if I understand it correctly and his visa does say no recourse to public funds.
Any help much appreciated :beer:
