This pays for services including:- education
- emergency

- roads
- social services and community development
District rate
This pays for local services including:- arts, events and recreation
- building control
- leisure/community centres
- environmental health
- tourism
- waste management

That's what rates pay for. The method for calculating how much you pay is based on not the size but the value in 2005. We don't have a pay per use system. Like income tax. But then there's no income tax cap.https://www.nidirect.gov.uk/articles/what-rates-pay-for
