    It has. The cap results in those living in one bed flats on Sandy Row subsidising those living in 8 bed mansion on the Malone Road.

    This pays for services including:
    • education
    • emergency
    • hospitals
    • law and order
    • roads
    • social services and community development

    District rate

    This pays for local services including:
    • arts, events and recreation
    • building control
    • leisure/community centres
    • environmental health
    • tourism
    • waste management

    Out of curiosity, hows any of that related to house size?

    That's what rates pay for. The method for calculating how much you pay is based on not the size but the value in 2005. We don't have a pay per use system. Like income tax. But then there's no income tax cap.
