I understand what a provisional job offer is and how a prospective employer can withdraw the job offer, my question is, if I sign a “Provisional Job Offer” can I then refuse the job with no action taken against me? for example, I find a more suitable job.

I was being messed around about my starting date , so I took another permanent job with no consequences.I understand what a provisional job offer is and how a prospective employer can withdraw the job offer, my question is, if I sign a “Provisional Job Offer” can I then refuse the job with no action taken against me? for example, I find a more suitable job.0
