Help with next steps

Hey everyone

I was wondering if anyone would be able to give me a nudge in the right direction!

Basic Facts of case:
I am PWC
Case open since october 2016
NRP has children around 40 nights a year
NRP has history of non payment
Last full payment received October 2017
Partial payments in November and December 2017 (which total a full payment)
Requested to move to collect and pay in December 2017
NRP advised CMS of income change in Jan 2018 - this blocked the move to collect and pay
CMS failed the income change due to NRP not providing evidence in early Feb 2018
Requested move to collect and pay Feb 2018 - told the process would be started and i should receive a letter updating me within 30 days (no letter received)
Updated on 6th March 2018 advising no payment has been received and chased move to collect and pay - advised this will be started immediately

I have spoken with them today and they have advised that the move to collect and pay has not been started as they have been 'very busy'. They first of all need to send a letter to the NRP to allow them time to prove that they have made the payments that I am advising them that they have missed. It has now been 2 weeks since they confirmed they would be doing this immediately and the letter still has not been sent.

What can I do to light a bit of a fire under them or get them to actually send the damned letter that needs to go out so that I can start receiving some sort of maintenance again?

Any advice will be gratefully received
