Council Tax Thinking of asking for re branding

Hi folks, just wondering if anyone can give me some advice, live in Wales, so our last re branding for council tax banding was 1st April 2003, a that time i was a band C, and the valuations they did, was applicable to my banding, i had a kitchen extension late 2003/ early 2004, 1st April 2005 we went upto band D, i assumed because of the work. On futher reading now, houses on my street and local ares who also have had extensions, are still a band C and have had an improvement notice attatched, which means if sold, band is likely to increse due to work done. This i now find out, is when banding should alter, not after work is done, my issue is, that we have never sold so why did ours increse. Any help would be greatly apreciated. :

The Welsh CT Revaluation came into effect on 1 April 2005, therefore any improvements carried out before that date can be taken into account.
