    There are many reasons an employed person needs to complete self employment forms. They may have pension income, company cars, be landlords, need to offset charity payments......

    You need to give up your crusade to prove that only SE get a UTR, it has been shown many times already in this thread that it is not the case, and for many different reasons.

    A Self Assessment is far more than just to declare tax due to self employment. I am employed and pay tax through PAYE. I use self assessment to: offset charity payments against my tax; pay tax on additional income I have (not self employment); pay tax on the interest from my savings; declare benefits from my employment.

    And if you have other properties, you have even more to declare on a SA form.
