Sounds as if you were in a final salary scheme when you were contracted out? If so, you and your employer both had the benefit of lower NI contributions while you were in employment and building up benefits in that scheme. The alternative (assuming this was post-April 1988) would have been to opt out of scheme membership and not build up any occupational pension scheme benefits - and pay higher NI.
No, you can't complain about being contracted out - but there is generally nothing to complain about! Your situation isn't the same as that described by OP.0
