Mortgage Lenders for Temporary Occupation Certi

Cut a long story short we self built are home to partial completion stage (given a temp occupation cert by the council). Basically all that's left to do is the garage and some ground works. We live in the home, it's fully furnished etc and worth about 395k. We built it entirely on savings, loans from family's and friends.

We went to bank of Scotland. Got a mortgage in principal, went through full application, passed credit checks, got a 10 year structural warranty to satisfy there criteria and paid for the valuation. 2 days before we expected the offer to be submitted to our solisctor they declined us on the basis we have no savings and they don't like the conduct of our statements (lots of transactions and money going in and out) - well obviously I've just built a house! Thanks for that bank of Scotland, well and truly up !!!! creek.

We have went to a mortgage broker who has suggested our only option is buildloan/store because we only have a partial completion. I've heard some horror story's on the time scale (anything up to 6months) and if I have to wait that long I'll have put my parents into financial ruin.

Are there not any other banks that accept a partial completion and 10 year structural warranty for a property built in Scotland?
