Costco renew for free?

I received a letter last month saying i needed to renew membership, i can recall last year i re-joined in May. i queried this at the local Costco branch and was told yes i did renew in May but the previous years membership ran out in March so the renewal is from that date even though i have never visited Costco during that 2 month period. i feel this is a strange set uo but the Manager said this is how it works.

i then said so if i cancel membership i get a full refund on last years membership ?
