CPM Appeal Rejected - Next Steps

Hi

I received a parking charge notice from CPM, who look after the residential area I live in. This was despite me displaying a valid permit and parking in the same place i park most days. It seems on this day the parking attendant just decided to ticket all the cars in my area

Previously CPM sent me a letter stating that I could park on all connecting roads in the estate I live in, which directly contradicts the confusing road signs in the area. Basically they have no idea what they are doing.

Anyway they have now come back and declined the appeal and state i still owe them £100, with the option for an appeal through the IAS

Questions
1. What to do next? Should I just sit tight and wait for them to try and take me to the small claims court?
2. Is it worth bothering with the IAS appeal?
3. Is the nature of my appeal letter below a waste of time and should i look for one of the examples in the newbies thread if i actually need to go to court?

I have included the text of my appeal letter I sent them below.

I write to you with regards to the above parking charge notice received on 20 December 2017. I, XXXX of XX Downey House, XX Ashflower Drive, Romford, XXX am the registered keeper of the vehicle registration XXXX as noted above.

I am contesting liability for the parking charge notice for the following reasons;

1) On 10 November 2017 CPM sent me updated Green Resident and Red Visitor parking permits, these came with the attached letter stating that either a green or red permit may be used as follows; !!!8216;No parking is allowed on the main access road (St Clements Avenue, Firwood Lane), however as Kings Park is becoming more populated vehicles displaying a valid CPM Green Resident or Red Visitor Permit can park in the connecting roads (if not parking on the pavement / blocking someone else!!!8217;s driveway or private designated parking space, or park obstructively to another residents property in any way, as doing so may incur a parking ticket.!!!8216; The car in question was parked on Ashflower Drive and clearly complied with the above restrictions.

2) As the aforementioned letter from CPM states that Ashflower Drive is an approved connecting road for parking with a red/green CPM permit and was posted direct to the registered keeper, then this should hold precedent over the poorly worded sign as per CPM!!!8217;s photo evidence. It is not clear what a roadway is; however it is clear that Ashflower Drive is a connecting road from St Clements Avenue, which as per point 1, is an approved road according to the CPM letter.

As a following note I would like to point out that CPM!!!8217;s signage on Ashflower drive are contradictory of each other and both contradict the attached letter

Finally I spoke to one of your parking wardens on duty on Ashflower Drive on 5 January 2018, who did not have up to date information: his site map stated that Red Visitor Permits can only be parked in the visitor bays, when clearly in the attached letter they can be parked in all connecting roads other than St Clements Avenue I have also called your telephone number on several occasions, which has not worked since 20 December 2017. I spoke to the managing agent Chamonix Estates regarding the matter who have also been unable to contact you. The above is tantamount to gross negligence on CPM!!!8217;s behalf.

    As above, to reiterate:

    1. YES, like everyone here does quite happily. :)

    2. NO absolutely NOT. I strongly disagree with the view that IAS should be tried.

    3. No, not a waste of time, a defence is a combination of points. Relax! We win 99% of cases when people come back and stick around & follow all coaching here, from LBCCC through to hearing.

    I want to take issue with this mistake of yours:
    I received a parking charge notice from CPM, who look after the residential area I live in.
    Now go and watch the Parliamentary debate condemning residential fake PCN 'scams' (Hansard, 2.2.18). Read about it on loads of threads this month, search for it or read threads from 2nd Feb.

    ...then come back and revise your sentence, and tell us what you will do to end this infestation?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
