Promotion Without Pay, Slave labour?

I work for a very prestigious automotive manufacturer that operates a "graded" pay scale.., some years ago I applied and was promoted to a middle management position at the time I was told that I would be "developed" in to the pay grade for that role... cut to a few years later and I still have not attained the pay for my role, speaking to other people in the workplace that are in a similar position it seems our company is more than happy to keep people in roles for a many years 5+ in some cases without ever paying them the "going rate" for the role... when questioning this we normally get fed a lot of management jargon and excuses as to why we are not being elevated to the correct pay, but I am convinced that the company is just exploiting us and getting cheap labour, most people eventually "move on" after feeling managed out.. and the cycle starts again, is this right? where do I stand legally on this issue?

Legally you were offered a role at a certain salary and you accepted it. If you think you are worthy of a higher salary then demonstrate to the employer why this is the case. If they disagree and you are unhappy, then you are free to find work elsewhere.
This is not slave labour or exploitation. You might want to think a little more about those terms before using them.0 -
As long as they're paying the national minimum wage there's nothing you can do. Apart from the obvious, which is to take your under appreciated talents elsewhere. ETA: on a more constructive point the world's changed over the past years and development promises/salary increases are to many a thing of the past - job retention and weekly/monthly pay are more important0 -

If an offended African-American cares to come on here and "shred" the OP then they're free to do so, but I'm not holding my breath.
Meanwhile back with the matter in hand - in my experience employers do this a lot, under all sorts of guises e.g. acting up in a more senior role, or something like the scenario you've described.
