Tax credits...?

Hi everyone,
Does the new CMS take tax credit into account?
My son has decided I know longer suit his needs and that his dad can
offer him all the things I can't (IE No rules!), it's more down to the fact that his dad wants a new house and more money!
I don't work as I have another son who is from my current partner therefore my partner is the sole income earner, I have been informed that CMS take into account tax credit is this true? It's not that I don't want to pay for him when he moves I just don't have any income to be able too.
I have been through there website and on the calculator and it says £0 to be paid as my income is to low but is this true?
I have arrears from his dad to me for non payment which is waiting to be collected as it was done through CSA and is changing to the new system.
Any advice would be grateful, thank you in advance.
