Toy box for 0-3s

Hello hopefully this is the right forum, if not tell me!
I am developing a small toy box to make our Community Centre more child friendly, we have frequent cafes, events and our branch library has just moved to our building so the resource would be shared. We are starting with the 0-3s older children maybe later if it is a success. Questions:
1. Is it better to go for new or recycled toys?
2. How do you manage toy hygiene? Should all the used toys be washed after use?
3.Does anybody have any experience of managing a toy box? Are any kinds of toys more successful than others?
4. Should we include 1 or 2 special needs toys?
5. Should we include crayons paper etc. I am a bit nervous about this because our Comm is just refurbished thanks to the Welsh Assembly and is gleaming!
