Weekend Restrictions Super Off Peak Trains

Is it me or is this new?
South Western Railway have travel restrictions for Super Off Peak trains tickets into and out of Waterloo on the weekend.
I'm sure last year there were no restrictions on the weekend especially Sundays.
So for me its the 07:23 train on Saturday or Sunday or wait until 11:23 to use a Super Off Peak ticket.
Quote from their site.
Travel towards London Waterloo:
!!!8226; Weekend Super Off-Peak tickets are not valid on trains arriving into London Waterloo and any station in London Zones 1-6 between 09:31 and 11:59.
Travel from London Waterloo:
!!!8226; Weekend Super Off-Peak tickets are not valid if you board a train departing London Waterloo between 04:30 and 10:59 or 16:00 and 18:30; Vauxhall between 04:30 and 11:05 or 16:03 and 18:35; Clapham Junction between 04:30 and 11:05 or 16:09 and 18:40.

Yes this is correct and it was introduced in late Spring last year in order to better manage potential overcrowding on weekend trains.Employee of a National Rail train company.0

No, I bet its to make as much from their new franchise as possible.
It was not crowded on Sundays, every.0
