I read here that you can claim vat back from retailers when purchasing for the needs of the disable can this be claimed retrospectively and how do you do it?

I believe that you will need to speak to the retailer and persuade them that the items and person are entitled to VAT exempt purchases, assuming that the retailer takes part in the scheme. The retailer will provide the refund and account for it in his VAT return.

You should have asked about this before buying things. Then you could have checked eligibility etc with your potential suppliers.0
