car lease broker credit check then no car

Does anyone have the same experience of having a car lease broker claim a car is in stock, do the credit check and then announce the car is not available after all? Several questions here:
Is this a standard 'scam' to get you to sign up.
Does the check record as a footprint - effectively locking you to the broker?
Is there any way to report this approach to the Fin. Ombudsman?

I'm sure it happens. It's probably rarely a 'scam' though and certainly not standard.
No need to feel 'locked' to the broker. One search won't be much of an issue, unless you have a very fragile credit history, in which case I would look at alternatives to credit.0 -
The checks are usually carried out by the lease company and not the broker0
