Notice period query

A colleague of mine is intending to move department and was told that she would have to hand her notice in for our department and then serve the notice before moving into the other department (separate budgets etc.). Fair enough, her department needs time etc.

However, since the notice has been served, they've been offered another role, outside the current employer. Since notice has been served, I would assume that after that, it's up to her whether or not she takes the next job?

Except that no, our employer says that a separate full notice period will need to be served to leave? A notice period is a notice period no?

    No, its not.

    The internal notice period is just a vague, be nice to other departments, internal policy.

    A proper notice ends her employment with the company as a whole.

    Lets spin it around, if OP HADN'T found a new job, would she think it was fair if on the first day of the new role they told her to go home with 1 weeks PILON, without reason (as its under 2 years service)?
