It's the employer.
The European Human Rights Commission even state in their guidance for employers that a section of a person's role should be considered for removal to enable full undertaking of a job description if deemed necessary from disability.0 -

What you need to do is to co-operate and record your co-operation in writing at every turn. Everything. Every word now, needs to be in writing. If someone says something to you verbally, then you email them to "confirm" what they said to you.
You see, I don't know whether what they are saying is "fair" or not. I don't know what you do, or why they think this is important. But I do know that written records are critical. If it isn't "fair", well that's life. Life is fair. The point is that if it isn't legally fair you need verifiable records. Equally, you need to be able to show what you have done to reasonably try to do this. So if you can't remember your blood test - how do you get them done? Can you put in place any systems that support you? Can your employer? Offering solutions may be a way forward.
But in law, evidence is all. So you collect evidence. All the way. All the time. Even when they try to do or say things that aren't evidenced.0 -
What I don't understand is why the employer can't ask a colleague to facilitate the OP doing this job. OP, are you in an office all by yourself? If not, it seems to me totally reasonable that someone is detailed to remind you to do the job AND STAY WITH YOU UNTIL YOU START IT each day.Ex board guide.
