No, its just probably some bad code or a server which is unsuitable to meet demand. Its fairly common on websites - PA is hardly the only one to fall down, especially when we are sitting there spamming refresh.
Rotten is much, much too strong a word - its not like they are stealing anything from you. Annoying, yes. Rotten, no.
