Replacement Windows - any funding available?

My daughter has just bought a Victorian flat, in Kent, and the windows are rotten. The heat is pouring out of them and the rain in! I have tried to find out if there is any funding available to replace them as part of the Green energy deal but with no luck. To make matters worse she lives in a conservation area so they MUST be like for like. Any ideas or suggestions gratefully received.

Presumably she had a Homebuyers' survey done. Did the surveyor properly describe the state of the windows?
Has she spoken to fellow residents in her block and/or the managing agent, in case they have any helpful information? Also worth a word with the local council - ringing can often get a better result than trying to contact online.
Would internal double glazing help the problem? I live in a conservation area and there is no issue with doing that, provided the outside appearance of the window isn't altered.
