UK State Pension Emigrating to Australia

A Friend currently has their UK state pension paid into a UK bank account and will continue to do so until they die. They are considering moving abroad to either Spain or Australia, I undersand that if they move to OZ their pension should be frozen at the rate when they leave with no further increases for inflation. How would the DWP know whether they had moved to Spain or OZ unless they informed the DWP. Would it be unethical or illegal to just pretend that you emigrated to any country other than OZ or not to inform them that you have moved and let them think that you still reside in the UK.

What about if they still lived in the UK but went on a round the world trip for 30 years, would you have to inform them of that.0
