Car loan, apr etc HELP needed asap :D

ok some lorry drove into my car and wrote it off, it was my mums car so she's going to get the money for it. ive been to look into getting a 2nd hand car from a proper dealer, now when it came to finance info the credit people said i wasnt found at my address or my previous address even though i get postal voting things sent to me etc so why arent i on the electoral role??

anyway they said a sub-finance company would do it but with an APR of 22% !!!!!!!!!!!!! thats more than i had when i STUPIDLY went to yes car credit (19.9%) so in all i will be paying an extra £3500 ontop of the price for the car. i only paid an extra 2000 with yes car credit. what do i do?? i need a car but is this money and apr TOO ridiculous?? i dont understand either cos ive just been given a mortgage so why arent i on the electoral role????? i need to make the decision in like 1 hour so help PLEASE :D
