Received in post from Europcar a copy of PCN issued by ParkingEye & invoice for £60 & £40 in respect of Europcar admin fee. Europcar paid PCN of £60 to ParkingEye on my behalf, which i consider is outside their t & c.
PCN does not state what the PCN relates to, poorly copied, only 2 photos of rental car & entry & exit times. Does not state anywhere reason for issuing PCN.
Emailed Europcar requesting details of exactly what the PCN relates to, why they paid it, etc..Europcar did not address my specific queries.
Emailed BPA for guidance who stated the dispute is now between myself & Europcar as ParkingEye have been paid.
Europcar now forwarding invoices demanding payment or they will increase the amount owed.
How can i proceed with this?

            Does the driver of the hire car remember parking in the car park mentioned in the PCN?
 Does the driver of the hire car have a ticket for the car park in question?
 This will help as mentioned in the thread you posted in earlier today.
 I assume you have read that thread as is quite recent and most of that advice is still relevant.

 In this instance the BPA are quite correct in my view and you won't get anything back from PE not a chance.
 Your complaint, depending on wording of the agreement you signed, is with Europcar and their adherence to their trade body (the BVRLA) COP.

 one is a Penalty charge notice, the other a parking charge notice.
 Parking eye will have issued a parking charge notice.
 Never ever refer to it as a fine or penalty when dealing with the hire company.
 Next, as above what exactly does your hire agreement say about such things? dues it just mention fines and penaltys?

            If payment of parking charges is not in the Ts&Cs the hirer agreed to, then the hirer is not obliged to pay them. Same goes for the "admin charges" if they relate to something not covered by the Ts&Cs.
 If they have already taken the money via the credit card used to hire the car, then the money usually can be charged back via your bank, but again, this depends on the Ts&Cs.
 Many hire company Ts&Cs used to not cover private parking charges (as opposed to government-issued penalty charges), but I would expect a large company like Europcar to have learnt its lesson by now and tightened them up to cover private PCNs as well.
 What, exactly, is the wording in the Ts&Cs signed by the hirer?

 1. Don't mistake 'large company' with sensible behaviour or action.
 2. It wasn't updated three years ago when someone I know took them for £250 compensation
 3. Even if it's in its their T&Cs its pretty much unenforceable [imo]0

            If it was in the T&C you should have struck it out, informing them that it is an unfair term contrary to the provisions of the Consumer Rights Act. It denies you the chance to dispute the invoice.You never know how far you can go until you go too far.0
