Bike rim tape

I'm replacing the inner tube on my daughters bike and the rim tape is causing me grief so I'm thinking of replacing it but how do you know what width to buy for a 20" wheel.

Measure the old one or just measure the width of the channel it sits in. A couple of laps with insulating tape is usually a good alternative

The wheel diameter does not relate to a specific rim width, they both vary.No free lunch, and no free laptop

Which channel does the tape need to sit in because the one with the spokes is about 10mm and the channel that the inner tube sits in is about 21mm. I've measured the old seal and it's between 16mm and 18mm but I don't know if it's the original as the bike is second hand.Measure the old one or just measure the width of the channel it sits in.
