Water Company Debt

Hi I just signed up as Im stressed about an old water bill.
I had a debt from a previous address which started off at around £3000 which I started paying off at £20 per week and Ive been doing that ever since and got it down to £1700 now.
I recently moved address so I informed the water company I no longer lived at the address. I just received a letter this morning threatening further action if I don't pay the bill. I've never stopped paying the £20 a week and thats really all I can afford. So what do I do next? Can they take it further and give me a ccj even though Im still paying it off?
